Can customers roll their own cigarettes in a smoke shop were tobacco is sold in NYC (Bronx) using a small rolling machine and if yes what license will I need?

I presume your customers will buy tobacco products in your store (whether pre-manufactured or “self made”), which means you would need to obtain a retail tobacco license (as well as NY sales tax ID).
Keep in mind that to sell tobacco products in New York City you need to obtain both the NYS Retail Tobacco License and NYC Cigarette Retail Dealer License.
I haven’t heard of any “do it yourself” tobacco licenses (but this is New York City, so everything is possible 🙂
(a) You made a typo in the card number, CCV code, expiration date, name or address;
(b) Your card balance is too low;
(c) Issuing bank has declined this transaction for some other reason related to your account.
