I heard that as of March 2012, it will take 6 months to receive an EIN. Is this correct – I live in Montreal, Canada.

I am not sure where you heard such rumors, but we can obtain an EIN in less than 24 hours (even faster if rushed), and so far haven’t had much trouble. This is true both for US persons and Non-US persons, for whom the procedure is a bit different.
In other words, unless there is some problem with the applicant, there should be no delays in obtaining EIN.
(a) You made a typo in the card number, CCV code, expiration date, name or address;
(b) Your card balance is too low;
(c) Issuing bank has declined this transaction for some other reason related to your account.
