Do both states have to allow redomestication? For example a transfer from NJ to PA. PA is on your list, but NJ is not.

It only depends on the state you are domesticating the entity to. In you case, you could domesticate New Jersey entity to Pennsylvania, but not from Pennsylvania to New Jersey.
(a) You made a typo in the card number, CCV code, expiration date, name or address;
(b) Your card balance is too low;
(c) Issuing bank has declined this transaction for some other reason related to your account.
