Can I skip payroll registration while incorporating in Delaware and do it later when I employ first employee?

You can certainly skip payroll registration while incorporating, until you get your first employees.
Also, keep in mind that those should be W-2 employees, and if you hire them in any state other than Delaware you need to first register your company in that state as foreign entity and only then register for payroll in that state.
