Can the owner of a nonprofit be an employee of the nonprofit organization?

Actually, non-profit organizations don’t have owners in a traditional sense, since no profit is distributed. I presume you are referring to yourself as the founder and a board member of a non-profit, who runs its affairs. As such you are entitled to receive certain salary.

The extent of the salary and possible limitations would depend on many factors, and its a good idea to discuss your plans with an attorney, specializing in organizing non-profits.
