You are are actively involved in managing your business from your home in New Jersey, or if the main business activities take place in New Jersey then you should register your DE LLC in NJ as foreign entity. In addition to Articles, all companies registered in New Jersey need to file Business Registration Application with NJ Division of Revenue (we call it State Tax ID).

Business license would be required only if you are involved in a business that is regulated by some New Jersey authorities (state or local).
