I want to register an LLC in the state of Georgia. Is it allowed to have an International Street address as the principal place of address? Do I need to register in Wyoming to make it legal?

You can list international address as the business address in both Georgia and Wyoming. In your case the choice of state for your company formation should not be based on that particular question.
(a) You made a typo in the card number, CCV code, expiration date, name or address;
(b) Your card balance is too low;
(c) Issuing bank has declined this transaction for some other reason related to your account.
