In order to import tobacco from abroad you would be required to obtain Tobacco Importer license from the TTB, as well as an Importer license from the state where you will be importing the tobacco to.
Also, depending on what exactly you will be importing (for example spices for Hookah tobacco products) you might be required to register with the FDA.
(a) You made a typo in the card number, CCV code, expiration date, name or address;
(b) Your card balance is too low;
(c) Issuing bank has declined this transaction for some other reason related to your account.
