Incorporating a company outside US

Is it mandatory to have physical presence (office or resident executives) in the US to have a company incorporated?

It is very common for non-U.S. residents to own U.S. businesses.

You are not required to have any U.S. physical presence when forming or operating a U.S. business, as you may use a home or business address in your home country as the primary business address.
