According to the Pennsylvania Department of Revenue, if you are selling other tobacco products or cigars not identified as little cigars, you are not required to obtain a cigarette dealers license.
As long as your are not selling ???little cigars???, no license is required for wholesale cigar sales.
(a) You made a typo in the card number, CCV code, expiration date, name or address;
(b) Your card balance is too low;
(c) Issuing bank has declined this transaction for some other reason related to your account.
