In short the answer is yes, you do not need to be a US citizen and have an SSN to own membership in an LLC (provided the LLC is not elected to be taxed as S-Corporation).
Of course, the question you should ask yourself is whether California is the best choice of formation state for your LLC. This depends on the nature of your future business and other parameters, and you should discuss your options with a corporate attorney and/or an accountant.
