If I have a seller permit through ILLINOIS, and I use the fulfilment service & storage in KENTUCKY. What state sales tax I should use?

From your question I would presume that your business is registered in Illinois. If that is the case you need to collect sales tax from sales made to Illinois residents, and since your fulfillment is in Kentucky you also need to register to collect sales tax on sales made to Kentucky-based buyers.
