Can a California LLC open an office in Ukraine? What legal and tax hurdles can I expect?

General logic tells me that you should have no problem to open a branch of your LLC in Ukraine, however since we only provide service and advice regarding registration of companies in the US I would not be able to give you advise on overseas company registration.
I would recommend you to look for a local consultant in Ukraine, such as an accountant or an attorney, who would be in a position to advise you on local laws and regulations pertaining registration of overseas companies in Ukraine.
