Do i need to have a bank Account in the state of Wyoming in order to properly operate my LLC in that state?
What about a mailing address?

Technically, you don’t need to have your bank account or mailing address in the state of registration. Many people who register in Wyoming for example never even visit this state (which is a shame of course, since its a beautiful state to visit :).
If you are a foreigner you could even use your foreign address as mailing address, for registration purposes, although I think it’s better to have a U.S. address for that purpose (you can find several U.S. address potions here).
(a) You made a typo in the card number, CCV code, expiration date, name or address;
(b) Your card balance is too low;
(c) Issuing bank has declined this transaction for some other reason related to your account.
