Your business would be required to collect sales tax on eligible products sold to customers in states where your business has nexus. For example, if your product ships from Florida, then this is enough to create nexus in Florida, and your Florida customers would have to pay sales tax.
So even if you form your company in a state like Delaware that has no sales tax you still need to consider states where your business might create nexus.

(c) Issuing bank has declined this transaction for some other reason related to your account.
