I have a consulting business in Pennsylvalia. Can I do consulting with a New Jersey business without any New Jersey registration?

As far as I know, if the nature of your involvement with an out-of-state client is temporary and does not constitute a shift towards permanent presence in the state, you wouldn’t need to register there.
There are various criteria to judge a business activity in any given state as to whether the business is creating “nexus” there or not. Needless to say its often a grey area, and its a good idea to consult an attorney if you suspect that your business is going to have significant presence in that other state.
