In which state is is best to form an Series llc?
and is Florida working on alowing Series llc?

Without understanding the full scope of your business, it’s hard to say which state would be the most advantageous to form a Series LLC, or if you need Series LLC to begin with.
To my knowledge, Florida state does not recognize Series LLCs. Currently, the states that do recognize this entity type are Delaware, Illinois, Iowa, Nevada, Oklahoma, Tennessee, Texas, Utah, and Wisconsin.
